East and Horn of Africa – Regional Strategy 2020–2024

The IOM Regional Strategy for East and Horn of Africa aims to leverage migration for sustainable development and ensure that “no one is left behind”. It is centred around the human rights of migrants, the Sustainable Development Goals, Agenda 2063 of the African Union, and the strategic priorities of its member States and regional economic communities. It pursues mainstreaming migration in development planning and the mobility dimensions of continental and regional integration. The Regional Strategy provides a gender-sensitive framework to facilitate mobility; promote inclusion; provide assistance and protection to people at risk of or affected by crisis; mitigate drivers of, and promote durable solutions to, displacement and irregular migration; reduce the incidence of irregular migration; and promote improved governance of migration. This would include responding to and addressing the socioeconomic impacts of the COVID-19 pandemic, prioritizing the humanitarian–development–peace nexus and mobilizing partners through the Regional Migrant Response Plan for the Horn of Africa and Yemen. The strategy promotes evidence-based policies among Member States, including through the IOM Regional Data Hub for the East and Horn of Africa, and by supporting the implementation of and follow-up to the Global Compact for Safe, Orderly and Regular Migration through the United Nations Network on Migration.
