This document provides guidance on integrating ethical recruitment practices into new or existing Comprehensive Information and Orientation Programmes (CIOP). Intended for CIOP Professional Trainers, labour recruiters, and employers, it supports the effective delivery of Pre-Employment, Pre-Departure, Post-Arrival, and Pre-Return Orientation programmes. Developed as part of IOM’s IRIS: Ethical Recruitment programme and in alignment with the IRIS Standard, this guide benefits from IOM’s extensive experience in managing CIOP activities and collaborating with governments, civil society, and the private sector.

This document supports the delivery of orientation prospective migrant workers to make more informed migration and employment decisions and reduce their risk of exploitation by knowing how to identify potential recruitment-related risks. Furthermore, this Guide is designed to support current and former migrant workers assess their own recruitment and employment experiences and know when and how to seek remedy when harm has occurred.

Although it has a global perspective, the guide is intended to be adapted to the specific needs of various migration corridors and employment sectors.
