With the increasing use of cash and vouchers as modalities to deliver humanitarian programming, the IOM Strategy for Humanitarian Cash-Based Interventions (CBI) 2019–2021 outlined the overall goal and strategic objectives for systematizing, expanding and integrating CBI across humanitarian programmes in IOM, focusing on (a) Capacity, Preparedness and Operations, (b) Partnership and Coordination and (c) Evidence and Learning. 

The report outlines how the strategy was implemented and highlights IOM’s key achievements to institutionalize and systematize CBI within the organization at different levels. Since 2019, IOM expanded the use of CBI across the organization and integrated its modalities across programme areas. The number of IOM country offices implementing CBI increased by 526 per cent and the number of aid recipients increased by 162 per cent since 2018. IOM reached 4.5 million people in 122 countries with cash and voucher assistance over the three years.

IOM encourages the use of CBI, when feasible and appropriate, to empower affected populations, restore market activities and decrease dependence on external assistance. CBI can give aid recipients freedom and dignity to choose commodities and services based on their needs and preferences. This improves the efficiency and impact of IOM programmes, not only in humanitarian response operations, but also in recovery, development and peace contexts.
