Common Market for Eastern and Southern Africa policy framework on free movement

This is one of the five modules that make up the Common Market for Eastern and Southern Africa Trade Facilitation Training and Human Mobility Trainer’s Manual. The Trainer’s Manual was developed to build the capacities of border management agents and policy practitioners in the areas of trade facilitation, human mobility and migration issues in the COMESA region. Developed under the auspices of the COMESA Small-Scale Cross-Border Traders Initiative, this curriculum was meant to underline the interrelationship between trade and migration. This particular module focuses on the COMESA policies in place and what they tell about its stance on human mobility vis-à-vis trade. It covers the COMESA Free Movement Protocol and some of the challenges faced in its ratification and implementation. This module also reviews the steps that need to be taken to achieve policy coherence in migration management in the region. It is premised on the clear role migration and free movement plays in facilitating movement of goods and services for intercountry, intra- and interregional trade.
