This guidebook – titled Investigating Human Trafficking Cases Using a Victim-centred Approach: A Trainer’s Manual on Combating Trafficking in Persons for Capacity-building of Law Enforcers in Antigua and Barbuda, Belize, Jamaica, and Trinidad and Tobago – was carefully designed by the staff of the International Organization for Migration mission office in Jamaica, who cumulatively possess over 16 years of knowledge and experience managing human trafficking cases in the Caribbean and training government and non-governmental stakeholders on trafficking in persons in the above four Caribbean countries.  

The Trainer’s Manual provides a practical and comprehensive methodology for trainers and migration experts to impart to law enforcement officers knowledge of fighting human trafficking that is specific to the contexts of Antigua and Barbuda, Belize, Jamaica, and Trinidad and Tobago, yet expansive enough for application to the entire Caribbean. The institutionalization of this Trainer’s Manual and the application of knowledge herein will guarantee that the victim’s physical and psychological integrity is never compromised during interactions with law enforcement officers – from victim identification through to their return/repatriation and reintegration into society.
